WHO Reports Outline Responses To Cyber-Attacks On Health Care And The rise Of Disinformation In Public Health Emergencies

I've read this propaganda article five times just to check I'm not seeing things [I've not read the reports yet though]:

Because they've put these 2 reports together, plus the sneaky manipulative wording, they are recommending that those who "spread disinformation" [the truth], in relation to contagion, are arrested for terrorism?

Please do have a read, note who was involved in compiling the reports, & tell me I'm not imagining it.
